What is the meaning behind the song " on the turning away " by pink floyd?

I believe it's about people turning a blind eye to the less fortunate. Ignoring and being indifferent to societies problems is equally as shameful as being the cause. Being "On The Turning Away" are these people who are indifferent and do nothing for other people who need help. The last part of the song talks about if there was "No More Turning Away" then the world we all share will be a better place for everyone and not just the privileged cles, and that it should be a reality and not just a fanciful dream. It's quite a powerful and stirring song.
