Allergies to the sun?

My daughter is 2 year old and i have took her to the dr and we thought it was the L det. but i have change to unscent soap and launrdy det. She only break out @ the eye. When she out side for about 10 min she turn red in the face and @ her eye start to look like a rash. Never does it til she go out side. Can she be allergies to the sun.
